Die Entwicklung von Bioraffineriekonzepten und -systemen, in denen Bereitstellung von Biomasse und deren Umwandlung in Produkte integriert sind, stellen ein Kernelement für die Transformation von einer erdölbasierten Ökonomie zur Bioökonomie dar. Dabei müssen viele verschiedene biobasierte Rohstoffe nutzbar gemacht werden: Eigens angebaute Pflanzen für energetische beziehungsweise stoffliche Nutzung, die gegebenenfalls durch Züchtung für die spätere Nutzung verbessert worden sind, aquatische Pflanzen, Abfallstoffe beziehungsweise Nebenströme aus der Landwirtschaft, der Lebensmittelindustrie und Forstwirtschaft sowie Reststoffe aus der Papierindustrie. Bei der Verwendung von Energie- beziehungsweise Stoffpflanzen sind mehrjährige Pflanzen möglicherweise zu bevorzugen, wenn diese auf ansonsten nicht genutzten, für die landwirtschaftliche Gewinnung von Nahrungsmitteln ungeeigneten mageren Böden entsprechende Erträge liefern können.
Eine Bioraffinerie muss nicht nur eine breitere und variablere Spanne an Edukten verarbeiten können als konventionelle Rohölraffinerien. Vielmehr müssen völlig neue Prozesse und Verfahren entwickelt werden. Während in etablierten petrochemischen Verfahren die Rohstoffe in organischen Lösungsmitteln bei oft hohen Temperaturen umgewandelt werden, erfordern die Bestandteile von Biomasse Umwandlungsprozesse bei niedrigen Temperaturen in elektrolythaltigen Lösungsmitteln. Biotechnologische Prozesse zur Herstellung von Plattformchemikalien benötigen große Mengen an Hilfsstoffen und Wasser. Um ein Skalieren in den Produktionsmaßstab zu ermöglichen, werden Techniken zur möglichst vollständigen Rückführung von Lösungsmitteln, Katalysatoren und Prozesswasser innerhalb einer Bioraffinerie benötigt. Für Reststoffe aus der verarbeiteten Biomasse wie Mineralien oder organische Reststoffe müssen Möglichkeiten für eine Rückführung in Stoffkreisläufe geschaffen werden beispielsweise als landwirtschaftlicher Dünger.
